What is Design Build

The Construction Industry Institute (CII), a national research
organization with the mission of improving the total quality
and cost effectiveness of the U.S. construction industry, offers
the following definitions:


Design-Build: An agreement between an owner and a single entity to perform both design and construction under a single Design-Build contract. Portions or all of the design and construction may be performed by the entity or subcontracted to other companies. Design-Build offers an early knowledge of firm project costs, a single point of responsibility and the potential for a condensed design and construction schedule. Teamwork is critical to the success of a design-build project where traditional checks and balances are replaced by a single-source warranty and guarantee, created and maintained by trust among team members and fair contracting.

Design-Bid-Build: A traditional process where the owner contracts
separately with a designer and constructor. The owner normally
contracts with a design company to provide “complete” design
documents. The owner or owner agent then solicits fixed-price bids from contractors to perform the work. One contractor is usually selected and enters into an agreement with the owner to construct the facility in accordance with the plans and specifications. Design-Bid-Build allows the designer to offer the owner a completed design prior to the solicitation of fixed-priced bids and the subsequent execution of construction work. The design team acts as the owner’s agent to ensure construction is completed as designed and to authorize payments. This well understood method depends primarily on cost competition and may lack clear lines of accountability for errors, omissions, rework, cost overruns, or delays.

Design-Build outperformed Design-Bid-Build, in all six of the
